New Orleans: After the Storm

On the 29th of August, 2005, a Category 3 Hurricane swept across the state of Louisiana and dealt major damages to the City of New Orleans, a tragedy never to be forgotten by the American Nation. Though the hurricane never hit the city itself, through its huge rainfall content, it has caused levee breaches which had dealt the most damage as flood devastated the city, and was thus dubbed as the worst engineering disaster in the history of the United States (Kilpatrick & Dermisi, 2007). Lost of lives and property were dealt during the incident, as the crime rates hiked up due to the disorder caused by the hurricane, and images of criminals engaging grand theft auto were seen live on television, as buildings were burning or being wrecked by the flood.Critics continue to blame various groups, individuals and factors for the terrible incident which has scarred the people’s hearts and minds, and has terrorized and affected both individuals and their pets who were residents of the ci ty, still learning who to blame, and being tight in releasing funds for insurance claims, and learning whether the state should pay for the damages or not. Yet, whether damages were paid or remain unpaid, and whether individuals who should be blamed were blamed or left unquestioned, it must be realized that beyond restoring the finances of the people and giving due justice, healing the wounds of each and every resident of New Orleans who currently suffer from the emotional, and psychological baggage which burden each and every one of them must be realized and given due priority.Faulty Urban Planning. The development of cities and industries has caused the increase of population in areas near industrial zones in consideration to the convenience brought about by being near to the jobs present in the area. The continuing increase in the population and demand for cheap homes have been the critical factors in pursuing the building of homes in marshlands, swamps, reclamation areas, and ot her low ground areas by the Government led United States Army Corps of Engineers, in the City of New Orleans. After the construction of the Inner Harbor Navigation Canal in 1940, the state closed the commercial waterways which were used before for waterborne commerce, leading to the drastic lowering of the city’s water table.The US Army Corps of Volunteers then built a levee system around the area covering much of the city’s marshlands and swamps, without consideration to the possible subsidence brought about by the compression of underlying soils. These brought about land subsidence of up to 8 feet or 2 meters in some areas which were reclaimed by the US government. A recent study of the Tulane University notes that 49% of New Orleans is below sea level, with the majority of the population on the higher ground. However, the mean elevation of the city has become between 1 and 2 feet below the sea level, with some parts as high as 16 feet and some parts as deep as 10 fe et. The city is also bordered by the Mississippi River and Lake Pontchartrain, and is marbled with canals and bayous (Galle, 2007) which maybe considered geologically hazardous.Moving on. Two years after the incident, the residents of New Orleans are still trying to cope up with the emotions, and the losses which they have incurred during Hurricane Katrina. For some individuals, moving on might be a very easy thing to do, especially if they have some other place to move on to. Yet for some, the typhoon was just the beginning, especially if they’re homes have been washed out or burned by some thug or all their assets and even their pets are gone. A year after the typhoon businesses in the high ground started to bloom again, as most of the restaurants are open, the Convention Center began to have bookings, and almost all of the premium office space in the business district is occupied, and the Port of New Orleans is nearly back to normal.Tourists have also started to come back, and almost half of New Orleans’ pre-Katrina population is back mostly crowded into the high ground along the river (Ydstie, 2006). For some individuals, the damage dealt by Hurricane Katrina was something that has made them further down, as insurance companies refused to pay some victims due to some loopholes within the insurance policies such as the wind vis-à  -vis flood, and the flood vis-à  -vis hurricane policies. Some insurance companies claim that individuals could not be compensated for their wrecked homes if their insurance policy says that their houses are insured for hurricane since it was the flooding that has caused the house to be destroyed, a heartless argument that gives no consideration to the logic that there would be no flood if there was no hurricane at all. Worse are the insurance companies who argue that wind was the cause for the houses’ roofs to come off and the flooding did not cause it, thus they would only pay partially for the damages.The se defenses and loopholes of insurance companies made things worst for Katrina Victims, and should be condemned. While most of the individuals suffer from more stressful damages brought about by such insurance companies, what should be stressed for them is the fact that, the first rule of insurance policy construction is that ambiguous policy language is interpreted against the drafter (â€Å"contra proferentem†) which in most cases are the insurance companies, and also that, insurance agents, must also then be sued for their negligence towards their jobs of making such loophole-full policies (Abraham, 2007). Also individuals who lost their houses are troubled by some policies such as the high ground policy which forces them to make their houses higher, individuals who have problems with stairs such as those suffering from arthritis are troubled by this.Pets after Katrina. During the Hurricane, the residents of New Orleans initially saving their lives left their pets behind. Cats and dogs of different breeds and species were lost, and were forced to roam a world which was unknown to them, while being thirsty and unfed, and while some residents were trying to find back their pets some individuals were arrogant about them such as the cop who threw out a dog named snowball out of a bus (â€Å"Snowball! Snowball!†, 2005). A year after the incident, organizations such as the North Shore Animal League of America, helped retrieved pets of New Orleans’ residents. Initiatives to house some of the pets which no one claimed, however there has been a lack of credible population to adopt such pets.Lessons learned. Some individuals say that the impact Hurricane Katrina has dealt is comparable to the impact of the Oakland Firestorm which hit Oakland California in 1991, which then, was a large urban fire which occurred in the northern Oakland, California, and which has killed 25 people and injured 150 others. While some issues of Hurricane Katrina are com parable, such as the amount of damage dealt, and the fact that most of the victims of the Oakland Firestorm were somewhat unaware of their insurance policies just like the victims of Katrina, the issues of complacency and uncompetitive planning are the factors which make the circumstances of the two incidents different. While the damages dealt by Hurricane Katrina were due to the lack of mitigation, and the lack of competitive advantage in terms of planning, the damages brought about by the fire in Oakland California were mainly due to the complacency of the residents and the local municipality in terms of controlling the fire.Reflections. While it holds true that acts of God could never be controlled by man, it must always be taken into consideration, that God has given us our brains for us to analyze and think about what we can do just in case. In the case of Hurricane Katrina, the damage could have been avoided if there were only enough mitigation done, such as holding studies ab out the geography and the soil composition of the area, and taking a close monitor over the movements of the soil and the water levels, and making detailed and well thought off engineering measures to prevent such incident from happening again. Actually they both are the same, Chinese, but they did not have the same view. The racial identity should not based on skin tone but connections between culture. For Writing 1. Extended commentary of The Darkling Thrush by Thomas Hardy Essay On the title: A thrush is a bird; plump, soft-plumaged, small to medium-sized, often inhabiting wooded areas. They feed on the ground or eat small fruit – but aren’t famed for their songs. Examples include a robin. ‘Darkling’ is an archaic word for ‘a creature of darkness’ or ‘in the dark’. Hardy uses it in its latter sense – the bird appears in a very gloomy scene, at the end of the day, at the end of the year (and century, for that matter). It also has negative connotations as well, however – for obvious reasons. Potential other implications: ‘darkling’ is perhaps used to create a diminutive form of the thrush (like a ‘duckling’). Other critics have identified the title as explaining, or preparing the reader for the unexpected advent of the bird half way through the poem, appearing into the scene from nowhere. Perhaps Hardy was attempting to use an antiquitated word to further demonstrate the bird is bringing joy to a dark land, and that there exists an enormous time difference between the new century and the old? Overall Structure: Hardy uses four regular eight line iambic stanzas; in either ‘tetrameter’ or ‘trimeter’, depending on the length of the line. This meter creates a poetic lilt, with alternate stressed feet. It seems very out of place in such a depressing poem we must question why this is. Does it reflect the hope expressed at the end of the poem, or prepares us for it? Or does it tell of an oddity within the persona; is his negative manner actually genuine – perhaps we shouldnt accept the persona’s judgment/emotions to the same extent as hed like us to? His choice of rhyme scheme and meter along with the harsh subject fail to match up. Themes: Time (passing of century), Isolation, Man and the Natural World. Difficult Language Notes: ‘Darkling’ – discussed above. ‘Illimited’ is an archaic form of ‘unlimited’. First and Second Stanza Notes: As usual, Hardy presents us with an image, this time of a landscape – a depressing one, at that. This poem was published at the end of the century – 31st December 1900 (Hardy was one of those people who believe that a century is complete when the hundredth year is over.) It is very cold and frosty and the day is growing to a close. It really is the end of a century. And Hardy presents us with a very clear image of death – he later personifies the Century itself as being dead. The first two stanzas are full of death-language: 1. â€Å"When Frost was spectre-gray†. A clear example of ghost imagery (‘a spectre’). This line is of interest on its own, due to the obvious personification of ‘Frost’. This is a good place to make a key note about the poem itself. Throughout, we discover a distinct Hardy-esque style; the environment is unpleasant and it demonstrates his usual antics in animism. Hardy develops complex (and often deeply personal) symbolic systems which deal almost exclusively with the natural world. The reader is made personal with non-human entities like frost and birds but avoids people – even the persona is a subject avoided in great detail. 1. Back with the ‘death imagery’, â€Å"The weakening eye of day†; a comment on the darkening sky – the day is dying. 1. â€Å"All mankind that haunted nigh† – haunted is clearly a reference to death and ghosts. Hardy is commenting on the lack of human life in his scene; they â€Å"had sought their household fires†. A further indication of the low temperature. Is it a hint that the world is ending? Or is that just a little extreme? In any case, note how the rest of humanity are seeking light in an otherwise dark environment. The second stanza contains an extended metaphor involving the dead century, but we need to examine the first stanza more before moving on. Hardy’s persona is leaning upon a coppice gate – a gate into a small woods or ‘coppice’. It is a highly ambiguous persona (another thing to explore), but he leans nevertheless. The scene is wintry, indeed, along with Frost, Winter is personified equally – â€Å"Winter’s dregs made desolate/ The weakening eye of day.† The dregs of the season indicate a very cold atmosphere; one without much colour. Clearly this has emptied the scene of any colourful sight upon which the â€Å"eye of day† weakens. The day is ending; thus dusk darkens the scene. â€Å"Tangled bine-stems scored the sky/ Like strings of broken lyres†. As before mentioned, the persona is standing in woodland, thus â€Å"Bine-stems† are tree branches. Hardy’s comparison of them to broken lyres is interesting. Lyres are a) harmonious in Classical literature and b) belong only in Classical literature. Hardy is clearly stating that the scene is not ‘harmonious’ or perhaps the ‘death-lament’ later mentioned isn’t. Or is it also a reference Hardy’s romantic passion for the past, that it was somehow better than the day in which he writes? Second Stanza Notes: The first four lines of this stanza deal explicitly with Hardy’s ‘dead Century’ metaphor. He imagines the land before him as â€Å"the Century’s corpse outleant.† Quite what ‘outleant’ means, I have no idea, (The OED has confirmed that ‘outleant’ is not, nor ever has been a word) but â€Å"his crypt [becomes] the cloudy canopy† (the cloudy sky) and â€Å"the wind his death-lament†. One need not explain it in any more detail; the implications are quite explicit. Hardy’s persona clearly didn’t approve of the past century, but had yet to indicate an emotional reflection on the future. He imagines England as a rotting corpse, essentially. However, note the use of the verb ‘seems’ – is all as it seems? However, Hardy goes on to write even more damningly of his persona’s scene. ‘The ancient pulse of germ and birth’ – the regenerative power of life, following Winter’s onslaught – ‘was shrunken dry and hard’. Nothing appears to be growing back – is this another indication of the end of the world, or certainly of an era. Hardy appears to be making the simple change of an arbitrary number into something quite different, and more serious. A degeneration of life itself. Indeed, â€Å"every spirit upon earth/ Seemed fervourless than I.† Very negative. Observe how silent the description is up to this point in the poem. There is an implied sound in both the death-lament and of broken lyres, but otherwise, the sound is non-existent. That changes soon. Here comes the VOLTA. Third Stanza Notes: â€Å"At once a voice arose among The bleak twigs overhead In a full-hearted evensong Of Joy illimited;† Hardy emphasizes a sudden change with the words â€Å"At once† – indeed, there are multiple changes which create this volta: * Note the sudden inclusion of sound – the thrush is singing! This breaks the poetic still (of death) which has held the poem so far. * The length of ‘sentence’ also changes. Note the semicolon at the end of these four lines above. Previously, each quatrain had completed with a full stop. Perhaps Hardy is opening up his poetic form to mirror the sudden movement in the lines themselves. The use of enjambment accentuates this. There are perhaps religious connotations with ‘evensong’. Much as Hardy may simply be again referring to the mundane fact that the bird is singing a ‘song’ and ‘eve’, we pray that the man is capable of higher minded comparisons. These vaguely religious nuances are maintained throughout the poem. The crucial fact is that the mood has changed, perhaps. â€Å"Of Joy illimited† suggests a pleasant image, which stands in stark contrast to the surrounding gloom. â€Å"An aged thrush, frail, gaunt, and small, In blast-beruffled plume,† Yet the mood is suddenly plunged back into the red with Hardy’s following lines. The thrush, which is, admittedly, a very odd bird to chose (not famed for their song), is an elderly figure in a storm – hence the ‘blast-beruffled plume’. In this otherwise grim situation, the reader’s immediate concern is whether the bird itself is going to survive at all! The use of â€Å"frail, gaunt, and small† mirrors the ghoulish imagery used in the first two stanzas – the thrush is alive, for certain, but perhaps the persona questions for how much longer? Note how the thrush is NOT personified. Every other element of the natural world takes an animated form, but not the bird! Why does Hardy do this? â€Å"Had chosen thus to fling his soul Upon the growing gloom.† Perhaps desperation is the key word in this stanza, but also hope. There is a powerful message in the face of this ghoulish bird; that, in spite of all the darkness and death, the thrush maintains his song. Stanza Four Notes: â€Å"So little cause for carolings Of such ecstatic sound Was written on terrestrial things Afar or nigh around,† Once again, Hardy’s use of enjambment allows for the lines to ‘bleed’ into each other – in a direct contrast to the poem’s former rigidity. Perhaps he is now gathering momentum for a change in mood? Yet, in terms of sense, Hardy appears to be doing the opposite. He states that the bird has no reason to be singing a joyful song amongst so much desolation. However, perhaps, by even considering such a fact, the persona’s own deep-rooted pessimism is beginning to shift away? On some key language points: * Note more religious emphasis: ‘carolings’ typically sing hymns at Christmas time. Hymns are definitely religious! * Perhaps there is an equally religious connotation which Hardy applies to his comments on the ‘terrestrial things’. If there is not any cause for singing about things on Earth, then perhaps, reciprocally, there is cause for celebrating the sky, or heaven? â€Å"That I could think there trembled through His happy good-night air Some blessed Hope, whereof he knew And I was unaware.† It is a rather ambiguous ending upon which Hardy chooses to conclude, but he achieves a sense of dramatic effect through it. The persona realises the presence of (a perhaps religious) hope, in the fact of utter desperation, but it is unintelligible to him. In an odd way, the reader is forced to consider whether the persona is being entirely accurate: * Can one be unaware of something, yet still able to write about it? * Does this tell us that the persona, as a Modernist, is able to perceive such an uplifting messages but unable to interpret them in such a way as to ‘release’ himself from the ‘dark’? Hardy himself was a modernist and therefore dwells upon an odd lot of ideas. Amongst them was ‘searching for hope/meaning to darkness and cruelty’. Despite being a realist, he was deeply influenced by Romantic notions (look them up) – perhaps this exploration is one of them? * The use of ‘blessed’ again implies a deified presence within the thrush’s message. Is the persona experiencing some divine inspiration?

Welfare State Development in the UK Modern welfare state development is generally considered to lead to social security or benefits payments, social housing provision, health provision, social work and educational services. Together these services are known as the big five but these services tend to develop over time and have differed in quantity, availability and quality. Provision and development can change due to social, economic and political factors (Spicker, 1995, p. 3). State provision of welfare has a long history, in Britain for instance dating back to the Elizabethan Poor Laws and earlier. Welfare states started to develop when surveys of poverty by people such as Charles Booth showed the inadequacy of welfare provisions that could not deal with poverty particularly with increasing urbanisation and industrialisation (Thane, 1996, p. 7). The worldwide depression from 1929 would lead countries to consider further welfare developments. High unemployment (12% of the working population in Britain at its worst) showed that better welfare provision was needed (Robbins, 1994, p. 208). From such modest roots the public sector in Britain for example represents around 40 % of the economy (Simpson, 2005, p. 4). There are various key theories that seek to explain the processes involved in welfare state development that will be explained below. The theories have evolved or being devised to explain the differences and similarities in welfare state development in different countries at the same time or in a single country over a period of time. Theories agree that welfare states were developed to serve those that needed help the most or sometimes as universal services to all (OBrien and Penna, 1998, p. 2). After the main theories have been discussed the one or ones that are most applicable for evaluating contemporary changes will be outlined. There are different ways of looking at the development of the welfare state and deciding how far it should extend, demands for changes can result from improved technology, shifting social or economic factors and demographic trends such as lower birth rates and people living longer. As governments have discovered welfare states mean people are living longer and healthier lives which means that there are more pensioners but less working people to sustain the pensions and extra health and care services they need (Department for Work and Pensions, 2005 p. 4). Four key theories of welfare state development are based around liberalism, Marxism, Neo-liberalism and post structuralism and have all at some point been reflected in or used in the development of welfare states. Developments in welfare states can also be reactive or proactive depending on the ideological aims and visions of governments or their ability to make social policy (Spicker, 1995, p. 35). Liberalism tended to stress the role of the individual in providing for their own needs; the state should only intervene to help those that were incapable of finding work. The capitalist market would eventually provide better lives for everyone; there was only a minimum role for state intervention (OBrien and Penna, 1998, p. 21). In Britain the liberals originally achieved their aims for welfare state development with the 1834 Poor Law Act that finally replaced the long lasting but no longer effective act of 1601. Following the new act the poor were put in workhouses where they had to work in return for being housed and fed (OBrien and Penna, 1998, p. 21). Liberalism stressed in its original form that all the state needs to do is give individuals the freedom to make their own choices, only helping the really destitute. For them government only needs to uphold laws and property rights. The business of government of business was to allow businesses to operate freely (R. Bellamy Liberal ism from Eatwell and Wright, 2003, pp. 27-28). However some liberals recognised the shortcomings of laissez-faire economics particularly during recessions and slumps. They also noted the failings of the Poor Law to tackle poverty even during periods of improving prosperity. There emerged new and radical liberalism that called for increased welfare provision and the emergence of limited welfare states. The British Liberal governments of 1906-1914 epitomized that approach by introducing state old age pensions and labour exchanges for the unemployed (Comfort, 1993, p. 347). In contrast Germany had already had a well-developed welfare state provision by 1900. Curiously Bismarck who wanted a healthy well-educated population drew up this system (M Donald Hancock et al, 1998, p.295). Two new liberals in the form of William Beveridge and John Maynard Keynes where the respective architects of the Atlee governments comprehensive welfare state and postwar interventionist economic policies or Keynesian (Bellamy from Eatwell and Wright, 2003, p. 33). Beveridge had plenty of experience in welfare policy having being in charge of the labour exchanges and lecturing on economics at Oxford University and the London School of Economics. Keynes had been an economics adviser to the British government and inspired the New Deal programme in the USA (Crystal, 1998, pp. 105 523). Marxism was developed by Karl Marx in conjunction with Fredrich Engels and led to a second keynote theory of developing the welfare state. Of course Marx and Engels were not concerned with such issues as they wished to promote communism and work towards the working classes taking over economic and political power from the capitalist classes. A Marxist state would develop a welfare state to promote progress, communism and above all protect the workers and eliminate poverty. Marx believed that capitalism would be replaced by communism thus replacing the inequalities and giving everybody enough to meet their needs (OBrien and Penna, 1998, p. 44). The Marxist movement was not unified about how it would develop the welfare state or indeed gain power. Some Marxists such as the German Social Democrats preferred to use parliamentary democracy to achieve power and develop a welfare state. The seminal Erfurt Programme of 1891 called for welfare provisions such as eight- hour working days, free healthcare, free education, minimum wages and equality for women. More radical Marxists such as Lenin and Trotsky advocated armed revolutions and were able to seize power himself. The Soviet Union itself developed a welfare state with free medical and education services and pensions with unemployment officially non-existent (J.F Femia Marxism and Communism from Eatwell and Wright, 2003, pp. 110-12). In Imperial Germany, Bismarck set up the welfare state to undermine the socialists thus taming these wild beast of the political forest (Hobsbawm, 1987, p. 102). The Marxist-Leninist regimes of the Soviet Union and its Central and Eastern European satellites may have developed welfare states but they failed to produce the economic prosperity of the West and the many failures of their planned economies contributed to the fall of these regimes. On the other hand their population were all more economically equal, they were poor but had free welfare provision and no political rights. The third main keynote theory for welfare state development is Neo-Liberalism most closely associated with the governments of Margaret Thatcher and Ronald Reagan. In Britain and other parts of Western Europe the combination of Keynesian economics and all embracing welfare provision that had helped to achieve postwar prosperity faltered in the late 1960s and the 1970s. Neo-Liberals believed that the combination of Keynesian economics and the welfare state were contributing to economic and political stagnation and were no longer viable. Margaret Thatchers government elected in 1979 proceeded to formerly ditch Keynesian economics and intended to cut back on the welfare state (OBrien and Penna, 1998, p. 78-79). Following policies that became known as Thatcherism nationalised industries were privatised, subsidies to ailing private companies were stopped, and council houses were sold off. These policies increased unemployment but eventually lowered inflation. Margaret Thatcher also limited trade union power and defeated the miners during the bitter strike of 1984-1985. She brushed aside opposition to her policies as people accept there is no alternative (Comfort, 1993, p. 608). Prior to this event, news on television was not as important to citizens because nothing so monumental had been broadcast that affected as many people. This changed the basis of television news from small, local, everyday events, to coverage of worldwide occurrences that had a deep impact on everyone. Some may argue that these news events should not have been included in such a short montage of the history of television. Clips from such events as the Vietnam War and the crash of the space shuttle Challenger were not part of television. They were part of the military history and NASA, respectively.
